County and municipal road transfers
County Council will be asked next meeting to review and approve a series of road transfers between the County and area municipalities. The most recent review of roads rationalization, which started in 2019 as part of the Transportation Master Plan, would see the County acquiring 22.1 km of road and six bridge/culvert structures from Norwich and East Zorra-Tavistock while relinquishing 0.5 km of access road to East Zorra-Tavistock and Woodstock. Road segments were targeted using a scoring system that considered traffic volume, regional connectivity and other factors to ensure roads are providing their intended functionality and meeting acceptable levels of service to efficiently move people and goods throughout the County.

Regulatory changes for Ontario’s conservation authorities
A summary of proposed regulatory changes related to Ontario’s Conservation Authorities Act is before County Council on August 11. The proposed changes, which continue to be refined by the Province through public consultations, relate to mandatory and non-mandatory programs and services provided by conservation authorities, the introduction of community advisory boards, requirements for municipal service agreements and more. The staff report notes that overall these changes may have a significant impact on administration, funding structures, and scope and breadth of programs and services offered by conservation authorities, and that staff will continue to follow the process closely as it unfolds.
